Functions & Powers
Under the Punjab Horticulture Authority Act 2025, HA Bahawalpur is vested with broad functions and powers to manage, develop, and regulate horticulture and park-related activities across the city. Key functions include:
Parks & Green Spaces Development
- Set the foundation stone of new public parks, green belts, playgrounds, and open spaces in Bahawalpur to promote an environment that is both healthy and happy.
- Landscaping, face-lifting, illumination, and beautification of targeted areas around the city.
- Development and maintenance of roadside plantations, median strips, and roundabout gardens.
- Renovation and upgrading of existing public parks to modern standards with improved facilities for citizens.
Horticulture & Nursery Management
- Establishment and operation of commercial nurseries for the cultivation and supply of plants, trees, shrubs, and flowers.
- Promotion of indigenous tree species and native flora to restore the natural biodiversity of Bahawalpur.
- Production and distribution of seasonal flowers and ornamental plants for public parks and civic beautification.
Outdoor Advertisement Regulation
- Regulation, licensing, and monitoring of outdoor advertisement structures within the city limits of Bahawalpur.
- Ensuring compliance with advertisement policies and aesthetic standards to maintain the visual quality of the city.
- Revenue generated from advertisement licensing is reinvested in parks development and maintenance activities.
Events & Exhibitions
- Organization and management of public festivals, flower shows, and cultural exhibitions including Spring Festivals and Chrysanthemum Shows.
- Arrangement of tent pegging competitions, horse shows, and other traditional recreational events.
- Cooperation with government departments, NGOs, and civil society organizations for environmental awareness campaigns.
Administrative & Financial Powers
- The Authority may acquire, hold, and dispose of property in accordance with the applicable laws.
- HA Bahawalpur may charge and collect fees for the use of parks, nursery products, and advertisement spaces.
- Appointment and management of staff required for carrying out the functions of the Authority.
- Power to enter into contracts, agreements, and arrangements for the purpose of fulfilling its mandate.
